A bill of lading and packing list can both describe freight, but they serve different audiences and purposes.
Bill of lading
The BOL is centered on the movement of freight. It identifies the shipper, consignee and carrier and may include freight class, terms, handling units and special instructions.
Packing list
The packing list is centered on the physical contents. It helps show how many cartons or pallets exist, what is inside them, and their weights or dimensions.
Why a shipment may need both
The carrier may rely on BOL information while the receiver relies on the packing list to reconcile the delivered packages. Reusing the same shipment record helps keep quantities and descriptions aligned.
